Case of Smiling Corpses (Reader)

Eleven corpses are found floating in the harbour. No-one can explain how these young people died. Detective Inspector Gray has the job of solving the puzzle with no ideas, clues or suspects. The only clue is that they were all smiling. Constable Madeleine Smith is the only one with an explanation. But can the Inspector believe it?
